Metamorfosis del Estado: de empresario a regulador: El caso de los servicios públicos domiciliarios en Colombia

Abstract

A finales del Siglo Veinte se presentó, en la mayoría de países del mundo, un cambio en las funciones que tradicionalmente cumplía el Estado, el nombre con que se le quiso caracterizar fue el Estado Regulador. Su principal función ya no es la de empresario sino la de regulador, vigilante y controlador de las acciones de las empresas. Tratando con ello de establecer las condiciones para que se conduzca la cantidad apropiada de bienes y servicios, y que el precio que se cobre por estos sea el óptimo desde el punto de vista social.
