De Bâle I à Bâle III : les principales avancées des accords prudentiels pour un système financier plus résilient

Abstract

1988-2010 : 22 ans se sont exactement écoulés entre les premiers accords de Bâle signés suite à la faillite d’Herstatt et Bâle III, les nouveaux accords prudentiels adoptés suite à la crise des subprimes. De Bâle I à Bâle III, les accords du Comité de Bâle pour la supervision bancaire(CBSB) témoignent de l’évolution des marchés financiers, de la nécessité de mieux appréhender les risques, de les comprendre et de les intégrer. La stabilité financière internationale est au coeur de ces différents accords qui ne s’inscrivent pas dans le même cadre. Bâle I est surtout connu pour le ratio Cooke même si les recommandations formulées par le CBSB sont beaucoup plus larges. Bâle II introduit 3 piliers qui visent à couvrir intégralement le risque bancaire et à promouvoir l’utilisation des modèles internes pour la gestion des risques.[...]
