Kahramanmaraş Depremlerinin Mikro Veriye Dayalı Ekonomik Etki Analizi

Abstract

6 Şubat 2023 tarihinde meydana gelen Kahramanmaraş depremleri, Türkiye’nin yakın tarihindeki en yıkıcı doğal afetlerden biri olarak kaydedilmiş ve 11 ilde ciddi boyutlarda insani, fiziksel ve ekonomik kayıplara yol açmıştır. Bu çalışma, depremlerin bölgesel ve ulusal düzeydeki ekonomik etkilerini firma düzeyinde mikro veri kullanarak analiz etmektedir. Üretimde doğrudan ve dolaylı kayıplar, Sanayi ve Teknoloji Bakanlığı Girişimci Bilgi Sistemi (GBS) verileriyle desteklenen üç farklı zarar senaryosu altında nicel olarak değerlendirilmektedir. Bulgular, ekonomik kayıpların yaklaşık %75’inin en çok hasar gören Adıyaman, Kahramanmaraş, Hatay ve Malatya illerinde yoğunlaştığını göstermektedir. Üretim birimleri üzerindeki doğrudan etki sonucunda, 50-88 bin arasında istihdam, 13,7-23,1 milyar dolar arasında net satış ve 2-3,8 milyar dolar arasında doğrudan katma değer kaybı yaşanmıştır. Bu veriler, depremin yarattığı doğrudan katma değer kaybının sınırlı kaldığını gösterse de ulaşım altyapısında yol açtığı hasar ve tedarik zincirindeki kırılma ekonomik zararları katlanarak artırmakta, bu etkiler üretim ağları aracılığıyla ulusal düzeyde gayri safi yurtiçi hasılanın (GSYH) %10’unu aşma potansiyeli taşımaktadır. Bu araştırma, dayanıklı yapılara ve altyapıya yatırım, etkilenen sektörlere finansal destek ve kapsamlı afet hazırlık planlarını içeren hedefli iyileşme stratejilerinin önemini vurgulamaktadır.
