Die Politökonomie der Sparkassenprivatisierung

Abstract

Immer wieder wird diskutiert, ob öffentlich-rechtliche Sparkassen in der Bundesrepublik Deutschland zu privatisieren seien. In dem vorliegenden Papier wird unter Rückgriff auf Methoden der Neuen Politischen ökonomie gezeigt, daß die Durchsetzung eines derartigen Privatisierungsschrittes unabhängig von normativen überzeugungen nur unter zwei Bedingungen erfolgen kann: Einerseits darf die Selbstfinanzierung der Sparkasse nicht ausreichen, um internationale Mindeststandards für Eigenkapitalquoten erfüllen zu können, und gleichzeitig muß der Haushalt des öffentlichen Trägers der Sparkasse so angespannt sein, daß kommunale Mittel nicht zur Verfügung gestellt werden können. Ist diese Konstellation dagegen nicht erfüllt, haben Politiker kaum Anreize, das ``Pfrund Sparkasse'' aus der Hand zu geben.
