Los indicadores orientados a la acción pública

Abstract

Tras mostrar las diferencias que presenta la literatura de los indicadores orientada a la acción pública con respecto a la literatura de indicadores puramente académica, este documento muestra las sucesivas oleadas en que se desarrolló: económicos, sociales, psicológicos y medioambientales. Tras discutir su definición y funciones –distinguiendo las características y funciones esenciales de las que son meramente habituales– se exponen los diferentes tipos de indicadores según el para qué se usan, qué aspectos tratan de medir y cómo representan la realidad. El documento profundiza, especialmente, en las características, ventajas y desventajas de los distintos tipos de indicadores según su grado de agregación: indicadores individuales simples, conjunto de indicadores e indicadores agregados (con una misma unidad de medida o con distintas unidades de medida: indicadores sintéticos e indicadores compuestos).
