Luxembourg : les marchés fonciers et immobiliers transfrontaliers à l'épreuve de la métropolisation

Abstract

Le développement économique et le processus de métropolisation au Luxembourg engendrent une pression démographique importante sur les marchés résidentiels transfrontaliers. Cette pression est à son tour exacerbée par les différentiels frontaliers en termes de prix du foncier et de l’immobilier. Pour autant l’effet de la frontière sur la répartition spatiale des valeurs immobilières et l’état réel des différentiels frontaliers n’ont été que très peu étudiés dans la région transfrontalière. Cet article s’attache à proposer une méthode de détermination et d’évaluation des prix de l’immobilier dans un contexte transfrontalier et d’en faire l’application dans une région métropolitaine luxembourgeoise en pleine extension. Nos résultats confirment l’écart de prix importants qu’il y a entre le Luxembourg et sa périphérie transfrontalière. Toutefois les écarts varient selon les zones résidentielles puisque certaines zones proches de la frontière et des axes autoroutiers sont plus soumises que les autres aux pressions foncières. C’est le cas de Thionville, Perl, Cattenom et tout le long de l’E411 belge. Si les conséquences socio-économiques d’une telle situation sont bien mutualisées, les cadres de régulation restent quant à eux encore prisonniers de cloisonnements spatiaux.
