Estupro no Brasil: vítimas, autores, fatores situacionais e evolução das notificações no sistema de saúde entre 2011 e 2014

Abstract

Neste texto, analisou-se a evolução das notificações de estupro no país, entre 2011 e 2014, com base nos dados do Sistema de Informação de Agravos de Notificação (Sinan), do Ministério da Saúde (MS), caracterizando-se o fenômeno segundo esses registros administrativos. Especificamente descreveram-se o perfil de vítimas e autores, os vínculos entre eles, além de outros elementos situacionais. Verificou-se uma estabilidade estatística preocupante ao longo do período analisado: 69,9% das vítimas eram crianças e adolescentes; e mais de 10,0% das pessoas agredidas sofriam de alguma deficiência física e/ou mental. Observou-se, ao mesmo tempo, o aumento da proporção de casos de estupro coletivo, que, em 2014, responderam por 15,8% do total de casos, sendo esta proporção correspondente a 25,6% quando os autores eram desconhecidos da vítima. Outro dado estarrecedor mostrou que cerca de 40,0% dos estupradores das crianças pertenciam ao círculo familiar próximo, incluindo pai, padrasto, tio, irmão e avô. Os dados chamam a atenção para a gravidade do problema de violência de gênero no país e para a necessidade de se produzirem informações mais acuradas, de modo a possibilitar a elaboração de políticas públicas mitigadoras que envolvam as muitas agências do Estado, sobretudo no campo educacional. In this article, the rape notifications registered in Brazil between 2011 and 2014 were analyzed based on data from the Notifiable Conditions Information System (Sinan) of the Ministry of Health. The phenomenon was also characterized according to these administrative records. More specifically, the profiles of victims and perpetrators were described, along with the relationship between them and other situational elements. An unacceptable unchanging statistical pattern over the period analyzed was noted, in which 69.9% of victims were children and teenagers, and over 10% of victims had physical and/or mental disabilities. In parallel, there was an increase in the proportion of gang rape cases, which in 2014 accounted for 15.8% of all cases, where in 25.6% the victim did not know the perpetrators. Another alarming finding was that 40.0% of child rapists were close family members, including the father, stepfather, uncle, brother and grandfather. The data draws attention to the seriousness of the problem of gender violence in Brazil and highlights the need to produce more accurate information allowing mitigating public policies to be devised that involve several State agencies, particularly in the educational field.
