Abordagem Holística no Planejamento das Infraestruturas

Abstract

No Brasil, ainda é comum as iniciativas públicas que envolvem grandes obras serem desenhadas e priorizadas sem uma análise prévia de causalidade e totalidade, e as barreiras que surgem destes contextos aumentam os riscos de colapsos de mercados essenciais, como os de energia, saneamento e transportes. Este trabalho tem como objetivo despertar a importância da interdependência nas obras de infraestrutura. Para isto, apresenta como iniciativas públicas internacionais, principalmente obras de infraestrutura, podem ser abordadas sistemicamente e aspectos teóricos para uma abordagem sistêmica. Estes conceitos são utilizados para discutir sobre o Sistema Nacional de Viação (SNV), apontando aspectos que favorecem uma abordagem mais orgânica das infraestruturas de transporte a partir de três aspectos gerais de um sistema presentes na literatura: finalidade, estrutura e sustentabilidade.
