Abstract
Este estudo apresenta um panorama das finanças públicas brasileiras a partir de um meticuloso trabalho de depuração e reconstrução das estatísticas fiscais, no qual os dados do governo central são submetidos a inúmeros ajustes para expurgar os efeitos das medidas não recorrentes (por exemplo, contabilidade criativa e pedaladas fiscais) e posteriormente integrados aos dados de estados e municípios. O resultado são estimativas inéditas do resultado primário “acima da linha” do governo geral – ou seja, das três esferas de governo – em frequência mensal para o período de janeiro de 2002 a abril de 2016. A análise das séries históricas coloca em questionamento a hipótese de que a deterioração recente do resultado primário tenha sido provocada por um aprofundamento do expansionismo fiscal via gastos. No máximo, pode-se dizer que os subsídios ocuparam papel proeminente no expansionismo fiscal recente, ao lado das desonerações tributárias pelo lado das receitas, e que esse novo mix de política fiscal – em substituição do investimento público – pode ter sido ineficaz para sustentar o crescimento econômico, além de apresentar elevado custo fiscal. This Discussion Paper presents an overview of Brazilian public finances through a meticulous work of adjusting and consolidating fiscal statistics, in which central government data were adjusted to deal with creative accounting and subsequently consolidated with data from subnational governments. The result is new monthly estimates of the general government`s “above the line” primary balance for the period from January 2002 to April 2016. The analysis based on these fiscal series rejects the hypothesis that the recent deterioration of primary balances was generated by deeper fiscal expansion through expenditures. It can, however, be said that subsidies played a prominent role in recent fiscal expansionism, alongside with tax exemptions, and that this change in the fiscal policy mix – in lieu of public investment – might have been ineffective to sustain growth economic, as well as presented a high fiscal cost.
