Abstract
Com uma marca de mais de 4 milhões de unidades habitacionais contratadas até setembro de 2015, dentre as quais 2,4 milhões foram entregues, o Programa Minha Casa Minha Vida (PMCMV) tem gerado um impacto considerável na infraestrutura econômica, social e urbana do nosso país. Neste sentido, ressalta-se a importância do acompanhamento constante de seus resultados através de avaliação pós-ocupação (APO), de modo a aprimorar a sua execução e, com isto, alcançar a promoção do desenvolvimento com igualdade, reconhecendo o papel do Estado, das políticas públicas e do planejamento enquanto ingredientes fundamentais no processo de mudança e de igualdade social. O objetivo principal da pesquisa aqui apresentada consistiu na elaboração de um processo de avaliação do PMCMV na modalidade viabilizada com recursos do Fundo de Arrendamento Residencial (FAR) – para famílias com faixa de renda de até R$ 1,6 mil mensais, onde está mais concentrado o deficit habitacional brasileiro –, a partir da obtenção de dados primários em uma amostra de beneficiários do programa. Inserido neste objetivo geral, esta pesquisa pretendeu subsidiar a elaboração e a aplicação de avaliação pós-ocupacional nas habitações, enfocando aspectos funcionais, comportamentais e ambientais, assim como analisar os dados obtidos, a fim de subsidiar melhorias futuras no quesito qualidade dessas habitações. With a figure of over 4 million housing units contracted as of September 2015, of which 2.4 million were already delivered, the Minha Casa Minha Vida Program (PMCMV) has generated a considerable impact on the economic, social and urban infrastructure of Brazil. In this regard, we emphasize the importance of constant monitoring its results through post-occupancy evaluation (POE), in order to improve its implementation and, thus, to achieve the promotion of development with equality, recognizing the role of the State, of public policy and of planning as key ingredients in the process of changing and persuing of social equity. The main objective of this research was the development of an evaluation methodology of the PMCMV, funded by the Residential Lease Fund (FAR) and intended for families with income range of up to R$ 1,600 per month – the salary range in which the Brazilian housing deficit is more concentrated –, from obtaining primary data on a sample of program beneficiaries. Within this overall goal, this research intended to support the development and the implementation of post-occupational assessment of housing focusing on functional, behavioral and environmental aspects, as well as data analysis in order to support future improvements in the quality of such dwellings.
