O Necessário, o Possível e o Impossível: uma leitura do papel das políticas públicas diante dos limites à coordenação de grandes investimentos na periferia metropolitana fluminense

Abstract

Ao longo das últimas décadas, o desafio de dar sustentação a um processo de crescimento econômico nacional tornou-se uma questão inconteste. Desde o segundo mandato do governo Lula, o tema da retomada dos investimentos se impôs. Em particular, o estado do Rio de Janeiro foi beneficiado por um ciclo de grandes investimentos, recolocando em pauta o debate sobre a força de sua centralidade – no caso, “capitalidade”. Este texto pretende discutir quais lições sobre a atuação do Estado ensinam essa experiência na periferia da Região Metropolitana (RM) do Rio de Janeiro, especificamente a partir da realização da Thyssenkrupp Companhia Siderúrgica do Atlântico (Thyssenkrupp CSA), do Complexo Petroquímico do Rio de Janeiro (Comperj), do Programa de Modernização e Expansão da Frota (Promef) e do Arco Metropolitano.Em especial, procurará questionar a autenticidade de um certo “capitalismo de Estado” diante do papel desempenhado pelas políticas públicas na coordenação das decisões. Over the last decades, the challenge of giving support to national economic growth process has become an undisputed issue. Since the second term of the Lula government, the theme of resumption of investment was imposed. In particular, the State of Rio de Janeiro benefited from a cycle of large investments, resuming the debate on the strength of its centrality – in this case, “capitalidade”. This paper discusses what lessons about state action teaches that experience on the periphery of Metropolitan Region of Rio de Janeiro specifically from the realization of Thyssenkrupp CSA, Comperj, Promef and Metropolitan Arch. In particular, it seeks to question the authenticity of a certain “state capitalism” on the role of public policies in the coordination of decisions.
