Abstract
Este texto trata das capacidades estatais organizadas para a promoção da cooperação internacional bilateral entre Brasil e China e entre Brasil e África do Sul, nas áreas do comércio exterior e dos direitos humanos. O método de investigação é o comparativo e o recorte é transversal: com vistas a examinar o impacto das instituições políticas sobre as capacidades estatais, foram escolhidos dois países que compõem, com o Brasil, díades distintas de cooperação internacional (Leeds, 1999): China (uma autocracia) e África do Sul (uma democracia).O principal objetivo aqui é apontar semelhanças e diferenças nas capacidades estatais dos países estudados no que se refere à cooperação internacional bilateral, a depender das variações em suas instituições políticas. São identificados tipos de capacidades estatais diferentes (Cingolani, 2013) nos três países: a China apresenta um contraste entre alta capacidade administrativa/de implementação e deficit em suas capacidades legal, relacional e política. Na África do Sul e no Brasil, as redes de atores e instituições são mais complexas, evidenciando maior desenvolvimento das capacidades legal, relacional e política. This paper addresses the State capacities organized to promote bilateral international cooperation between Brazil and South Africa, and between Brazil and China, concerning international trade and human’s rights, using comparative method and transversal analyses. Aiming to examine the impacts of political institutions on State capacities, China and South Africa were chosen due to the fact that they compound, with Brazil, different dyads of international cooperation (Leeds, 1999): China, an autocracy, and South Africa, a democracy. The paper’s main objective is to point differences and similarities in the States capacities of these countries, depending on variations in their political institutions. The three countries present different types of State capacities (Cingolani, 2013): in China, there is a contrast between high administrative and low legal, relational and political State capacities. South Africa and Brazil present a more complex network of actors and institutions, revealing a bigger development of the legal, relational and political State capacities.
