Abstract
O programa Minha Casa Minha Vida (MCMV), criado em 2009, teve seu status elevado posteriormente à política habitacional brasileira, verificando-se, desde então, um vazio no desenvolvimento de outras alternativas para a provisão habitacional. Este estudo realiza um diagnóstico da política habitacional recente brasileira, em específico do MCMV nas suas diversas formas de atuação, apontando críticas, como a baixa aderência espacial entre o deficit e a produção habitacional e o atendimento desigual aos quatro componentes usualmente considerados no cálculo do deficit habitacional, entre outras. Como modo de superação destes desafios, detalham-se duas alternativas que, conjugadas ou independentes, podem ampliar o acesso da sociedade ao direito básico de moradia: a produção social da moradia (PSM) e o serviço de locação social (SLS) da moradia. The “Minha Casa Minha Vida” program (MCMV) started in 2009 and was afterwards elevated to the status of Brazilian housing policy. Since its creation the appearance of other alternatives for housing provision has been restricted. This paper performs a diagnosis of the recent housing policy in Brazil, in particular the MCMV’s various forms of action. The article also points, as criticism, the spatial mismatch between the housing shortage and the housing production, and the unequal treatment of the housing shortage, when disaggregated into its four components, among other aspects. In order to overcome these challenges, we detail two alternatives that, combined or independent, may expand the fulfilment of housing needs: the social production of housing and the social housing rental service.
