Desproporcionalidade da Representação dos Estados no Congresso Nacional e Seus Efeitos na Alocação dos Recursos Federais

Abstract

O artigo investiga como a desproporcionalidade na representação dos estados afeta a forma como o governo federal aloca recursos nas unidades subnacionais. O argumento principal da pesquisa é que estados sobrerrepresentados recebem mais recursos orçamentários federais per capita, principalmente, porque o Executivo tenderia a privilegiar estes estados se comparados aos estados sub-representados. A partir de dados de 1997 a 2010, o trabalho propõe e avalia um modelo para explicar gastos federais discricionários, mais especificamente, a execução das emendas parlamentares. Os resultados apoiam a hipótese de que estados sobrerrepresentados recebem mais do que os estados sub-representados, presumivelmente, porque o governo central estrategicamente orienta a alocação orçamentária para obter apoio legislativo. This paper explores how malapportionment affects the way Brazilian federal government allocates its resources to subnational units. Specifically, we argue that over-represented subnational units receive more per capita in discretionary federal spending because the executive seeks its legislative support. Using data from 1997 to 2010, we propose and evaluate a model for explaining discretionary federal spending. The findings support the hypothesis that over-represented subnational units receive more than under-represented ones, presumably because the central government strategically target them to gain legislative support.
