Abstract
Este estudo procurou analisar os arranjos político-institucionais de decisão do novo programa habitacional do país – Programa Minha Casa Minha Vida (PMCMV) –, examinando-os tanto do ponto de vista democrático quanto de sua efetividade para alcançar os objetivos propostos. Ou seja, indaga se tais arranjos incentivam ou não a participação mais ampla de uma pluralidade de atores envolvidos e se eles favorecem ou não a coordenação de sua implementação e o alcance das metas propostas. A hipótese geral da pesquisa considerava o PMCMV um programa com arranjo institucional de decisão politicamente legitimador e burocraticamente capacitador, favorecendo o alcance dos objetivos propostos. Os dados selecionados para a análise, entretanto, apontaram que essa hipótese não foi completamente confirmada. Mesmo tendo alcançado as metas estabelecidas, com espaços de gestão e monitoramento orientados para elevar a eficiência da política, o arranjo institucional não se mostrou politicamente legitimador, na medida em que atores sociais importantes na área, como os movimentos populares pró-moradia e grupos organizados de especialistas em temas urbanos e suas respectivas demandas, não têm sido contempladas nas arenas decisórias. The present study analyzes the political and institutional arrangements of the new housing program in the Brasil (PMCMV), examining them both from the point of view of democracy and its effectiveness to achieve its objectives. In other words, it aks if such arrangements encourage expanded participation of a plurality of actors and if they favor the coordination of its implementation and the achievement of the goals. The hypothesis considered to be the PMCMV a public policy with institutional arrangement that is politically legitimate and also bureaucratically able for favoring the achievement of the proposed objectives. The selected data, however, showed that this hypothesis has not been completely confirmed. Even having achieved the goals established, with management and monitoring arrangements to raise the efficiency of the policy, its institutional arrangement was not able to include important social actors in the area, such as the popular pró-moradia movements and organized groups of experts on urban themes. their demands have not been addressed in decision-making arenas.
