Arranjos Institucionais e Desenvolvimento: O Papel da Coordenação em Estruturas Híbridas

O propósito deste trabalho é examinar a importância de arranjos institucionais para políticas de desenvolvimento. Infelizmente, o moderno institucionalismo tem concentrado seus esforços nas consequências das liberdades políticas e econômicas (determinadas pelo ambiente institucional) para o desenvolvimento, com resultados inconclusivos. Será argumentado que arranjos institucionais oferecem uma possibilidade muito mais promissora e interessante, ao fornecer instrumentos analíticos para políticas públicas quando há a necessidade de cooperação de agentes privados, em particular o conceito de arranjo híbrido elaborado por Oliver Williamson e refinado por Claude Ménard. A análise se inicia com uma breve discussão das dificuldades enfrentadas pelas teorias que afirmam uma relação inequívoca entre ambiente institucional e desenvolvimento. Em seguida, considera-se brevemente a diferença conceitual entre instituições e políticas. Essa diferença é essencial, pois a confusão conceitual entre políticas e instituições dificulta perceber que instituições inadequadas podem comprometer a implementação de políticas de desenvolvimento, especialmente quando estas políticas exigem arranjos institucionais que envolvam agentes privados. Por conseguinte, em sequência é discutida a importância dos arranjos institucionais para a adoção de políticas públicas que envolvam agentes privados. Por último, apresenta-se evidência selecionada de que arranjos institucionais são importantes para o desenvolvimento. The purpose of this paper is to examine the significance of institutional arrangements to development policies. Unfortunately, modern institutionalism has concentrated on the consequences of political and economic liberties (determined by the institutional environment) to development, with inconclusive results. It will be argued that institutional arrangements offer a much more promising and interesting possibility, providing useful analytical instruments for public policies when there is the need of cooperation from private agents, specially the concept of hybrid arrangements first i. The analysis proceeds first by discussing the difficulties faced by the theories that assert a clear-cut relation between institutional environment and development. Then the analysis then considers the conceptual difference between institutions and policies. It is then discussed the relevance of institutional arrangements to development policies involving private agents. Finally, selected evidence is presented in support of the argument of the levance of institutional arrangements.
