Estado de uma Nação: Textos de Apoio - Saúde no Brasil: Algumas Questões sobre o Sistema Único de Saúde (SUS)

Abstract

Este trabalho é uma compilação de textos preparados pela equipe de saúde da Disoc/Ipea para apoiar a elaboração do livro “Brasil: o estado de uma nação de 2007”. São analisados a situação de saúde da população brasileira nas últimas décadas, as inovações trazidas pela Constituição de 1988 para o campo da saúde e o papel do estado na área. Em relação a este último tópico, são discutidos problemas relacionados ao financiamento, à regulação do setor e à provisão de serviços pelo Sistema Único de Saúde (SUS). O estudo mostra que, apesar dos avanços obtidos, existem vários problemas, muitos relacionados à gestão, a serem equacionados para se obter maior efetividade e eficiência no desempenho do sistema. This work is a compilation of studies produced at the Social Studies Department – Disoc/Ipea to support the elaboration of the document “Brazil: the state of the Union – 2007”. Health outcomes in the last decades, health policies after 1988 and the role of the government in health care are analyzed. Regarding this last topic, problems related to financing, sector regulation and services production by the Unified Health System are discussed. The study shows that, despite improvements in several areas, there remain various issues, many of them related to management, to be addressed if the system is to be more effective and efficient in the provision of health care.
