Políticas de Apoio Governamental à Realização de Grandes Projetos de Investimento em Setores Geradores de Divisas

Abstract

Este trabalho fornece subsídios concretos para ações ativas do governo visando àestruturação de Parcerias em Planejamento e em Estratégias Empresariais (PPEEs) emsetores e empresas importantes para expandir e acelerar investimentos capazes deaumentar o volume e o valor adicionado das exportações, bem como para substituirseletivamente importações.É resultado de pesquisa realizada entre junho e novembro de 2004 com 20 gruposque reúnem 53 empresas distribuídas em 16 setores. A pesquisa identificou fortessinergias, ganhos de escala e externalidades intersetoriais e interempresariais que permitemestimar, com elevado grau de certeza, que o Brasil pode experimentar nova faseduradoura de investimentos privados. Ficou claro que várias empresas pretendeminvestir em logística (rodovias, ferrovias, portos, plataformas logísticas integradas)com o objetivo de agregar valor à sua produção, o que poderá contribuir para o sucessodas Parcerias Público-Privadas (PPPs) na recuperação, modernização e expansão dainfra-estrutura.
