Entwicklung der Rentenausgaben in Deutschland

Abstract

Mit der Rentenreform von 1957 wurde die Dynamisierung der Renten eingeführt. Renten sollten sich im Gleichschritt mit den Löhnen entwickeln. Rentner sollten so an der Wirtschaftsentwicklung teilhaben. Mit den Rentenreformgesetzen 2001 bis 2004 wurde dieser Anspruch hinsichtlich der gesetzlichen Rentenversicherung aufgegeben. Nicht der Gleichschritt der Renten der gesetzlichen Rentenversicherung mit den Löhnen, sondern die Höhe des Rentenversicherungsbeitrages wurde Zielgröße. Das Rentenniveau leitet sich jetzt aus der Höhe des Beitragssatzes ab. In dieser Untersuchung wird die mit diesem Wechsel verbundene Absenkung des gesetzlichen Rentenniveaus an Hand makroökonomischer Zahlen aufgezeigt. Im Durchschnitt blieb die individuelle Rentenhöhe gegenüber allen anderen volkswirtschaftlich relevanten Größen (Bruttoinlandsprodukt, Bruttolohn- und -gehaltssumme) im Wachstum zurück.
