Das Neue Magische Viereck der Wirtschaftspolitik

Abstract

In Deutschland ist es schlecht um die ökologische und soziale Nachhaltigkeit bestellt. Beide gehören zu den insgesamt vier Zielen des Neuen Magischen Vierecks der Wirtschaftspolitik. Bei der ökologischen Nachhaltigkeit hat Deutschland keines seiner Ziele erreicht. Besonders die Treibhausgasemissionen sind nicht stark genug gesunken. Auch bei der sozialen Nachhaltigkeit ist kein Ziel erreicht worden: Vor allem die Armutsquote und die Ungleichheit sind weiterhin zu hoch. Besser steht es um den materiellen Wohlstand und die Nachhaltigkeit der Staatstätigkeit und -finanzen: Deutschland hatte ein kräftiges binnenmarktgestütztes Wirtschaftswachstum und eine Rekordbeschäftigungsquote. Die deutschen Leistungsbilanzüberschüsse sind aber weiterhin zu hoch. Der Staatshaushalt ist im Überschuss und die Ziele zum staatlichen Schuldenabbau sind übererfüllt worden. Die staatlichen Investitionen bleiben aber weiterhin zu gering. Die Bundesregierung sollte besonders bei der ökologischen und sozialen Nachhaltigkeit aktiver werden und die staatlichen Investitionen steigern. Der Finanzierungsspielraum dafür ist reichlich vorhanden.
