Starke Inlandsnachfrage bewahrt Deutschland vor Rezession

Abstract

Nach der Stagnation in der zweiten Jahreshälfte 2018 stieg das deutsche Bruttoinlandsprodukt (BIP) im ersten Quartal 2019 kräftig. Ausschlaggebend war, dass die zuvor temporär dämpfenden Effekte teilweise kompensiert wurden, fiskalische Maßnahmen den privaten Konsum stärkten, die Bauinvestitionen boomten und die Ausrüstungsinvestitionen moderat ausgeweitet wurden. Insgesamt ist die Eigendynamik der Konjunktur in Deutschland intakt. Sie wird durch leicht verringerte Beschäftigungs- und Lohnzuwächse getragen, die den privaten Konsum in Gang halten. Vor dem Hintergrund der abgeschwächten Auslandsnachfrage und der hohen Unsicherheit ist die konjunkturelle Dynamik im Prognosezeitraum aber verhalten und die Gefahr eines Abbrechens der Konjunktur hoch.Das Euroraum-BIP dürfte 2019 und 2020 lediglich um 1,5 % bzw. 1,6 % zunehmen, wodurch sich der Abbau der noch hohen Unterbeschäftigung verlangsamt und die Risiken für Finanzmarktstabilität zunehmen.Alles in allem dürfte das BIP in Deutschland 2019 um 1 % und 2020 bei deutlich mehr Arbeitstagen um 1,6 % zunehmen. Die Arbeitslosenquote sinkt im Jahresdurchschnitt 2019 noch leicht auf 5,0 % und verharrt dort 2020, während die Inflationsrate mit 1,4 % 2019 und 1,6 % 2020 das Inflationsziel der EZB weiterhin deutlich unterschreitet.
