Dónde, cómo y por qué se redujo la informalidad laboral en Argentina durante el período 2003-2012

Abstract

En un breve período de tiempo, luego de la crisis de 2001-2002, Argentina experimentó una importante caída de la informalidad en el empleo asalariado. El indicador de informalidad laboral se refiere al empleo que no realiza contribuciones a la seguridad social –también denominado “empleo no registrado” (ENR)– el cual experimentó una declinación de 15 puntos porcentuales, desde el 49% hasta el 34%. Este documento analiza la evolución reciente de la informalidad laboral y las principales políticas desarrolladas para reducir la extensión del fenómeno y fomentar la generación de empleo de calidad. Se observa que la reducción de la informalidad, medida como el empleo asalariado no registrado, obedece principalmente a la creación neta de empleo formal y, en menor medida, a la destrucción neta de empleo no registrado. La incidencia del fenómeno se redujo en todos los sectores de la economía y en todos los tamaños de empresas. Se observa también una intensa movilidad entre el empleo asalariado no registrado y la inactividad (principalmente entre las mujeres de baja calificación) y, en menor grado, entre el empleo asalariado no registrado y el formal. Debido a que la mayor parte de los trabajadores informales presenta bajas calificaciones y se desempeña en unidades de difícil identificación para las políticas públicas, es necesario un enfoque de política integrado, que contemple la política económica, la social y la laboral.
