Calidad del empleo y cumplimiento del salario mínimo en Argentina

Abstract

Los objetivos del presente documento son describir el proceso de revitalización del salario mínimo en los años dos mil y analizar el cumplimiento del salario mínimo durante 1990-2014, considerando la relación de la tasa de cumplimiento con los cambios ocurridos en la calidad del empleo y el rol que juegan algunos factores institucionales (principalmente, el nivel del salario mínimo). Los resultados muestran que el factor fundamental detrás de los cambios en la tasa de cumplimiento del salario mínimo han sido los cambios en su nivel. No obstante, la mejora en la calidad del empleo entre 2003 y 2014 contribuyó a aumentar tanto el alcance del salario mínimo como su cumplimiento; en tanto que el empeoramiento del mercado de trabajo entre 1992 y 2002 contribuyó a disminuir tanto el alcance como el cumplimiento del salario mínimo. En este sentido, durante los dos períodos, otras instituciones laborales que inciden en la formalización laboral también parecen haber jugado un papel preponderante en la determinación del alcance y cumplimiento del salario mínimo.
