Asistencia escolar y participación laboral de los adolescentes en Argentina el impacto de la Asignación Universal por Hijo

Abstract

Los programas de protección social que brindan una garantía de ingreso a hogares con niños, niñas y adolescentes pueden constituirse en una herramienta eficaz para reducir la incidencia de dos fenómenos muy relacionados: el abandono escolar y el trabajo infantil. El objetivo de este documento es examinar los efectos de la Asignación Universal por Hijo (AUH) sobre los niveles de asistencia escolar y participación laboral de los adolescentes. Con este fin, se utilizan los datos de la última Encuesta Nacional de Gastos de los Hogares (ENGHo) 2012/2013 para identificar a los titulares y beneficiarios directos del programa y construir un grupo de comparación -a partir del método del Propensity Score Matching-. Los resultados obtenidos sugieren que como producto de la AUH disminuyó la tasa de deserción escolar y el trabajo infantil para el mercado -tanto en incidencia como en intensidad- entre los adolescentes de 14 a 17 años.
