国际经验: 加强培训,给智障残疾人士提供更多机会

Abstract

第1部分回顾了,由按照智商高低分类智障残疾人士,转变为按需求框架来分类智障残疾人士。并且通过研究案例,探索智障残疾人士在工作环境中的学习能力。 第2部分讨 论了,在现今的全球范围内各个国家,智障残疾人士的就业模式。现状是,尽管在一些国家出现了残疾人包容性就业的实践案例,但是残疾人及智障残疾人士就业的主要的模式,还仍 然是在隔离的环境中就业,即庇护性就业,并且大部分的残疾人仍然处于失业状态。 第3部分回顾了,为智障残疾人士提供培训和就业机会的最新进展,详细描述了在低收入 国家,中等收入国家及高收入国家,实施智障残疾人士辅助性就业的成就及面临的困难。关于这些研究成果,本文也做了细致的总结. 第4部分介绍了,各个国家的相关的一些政策、法规,并为今后的发展指明了方向。
