Working paper (Programme Against Apartheid) commenting on racial discrimination in labour legislation and practices in South Africa R pertaining to agricultural workers - denounces absence of equal opportunity, nonrecognition of workers rights, etc.; criticizes low wages and coercive working conditions of seasonal workers (incl. Black prisoners), unequal accident insurance, internal migration controls affecting rural women, decline of rural employment due to capital intensive agricultural technology.
