Abstract

ILO pub-WEP pub-PREALC pub. Interim report on institutional decentralization and popular participation in basic needs social planning in Latin America - analyses delegation of authority to local level bodies, measures to increase direct and indirect popular participation in advisory committees and decision making of underprivileged interest groups and urban area informal sector workers; reviews economic indicators (wealth), and social indicators (health, nutrition, education) determining participatory potential.
