Decentralised planning: a case study of Zambia

Abstract

Working paper on trends in the decentralization of development planning in Zambia - discusses rural area self help with road construction, school construction and water supply infrastructure projects, objectives and degree of social participation, institutional framework, financial aspects, failures of participatory planning in basic needs satisfaction and rural development due to lack of co- ordination and plan implementation evaluation, etc., and considers alternative levels for decentralised planning.
