Working paper examining the impact of rural planning decentralization on basic needs satisfaction, illustrated by a case study of social participation in rural area water supply planning in Sudan - discusses the political importance of water distribution, institutional framework, nature of rural population involvement, impact of decision making participation in rural development, etc., and includes a brief glossary of terms. Maps and references.
