Nota Técnica: Intereses Intercalarios y el Diseño de la Empresa Modelo – El Caso Sanitario

Abstract

El presente documento analiza la consistencia entre las fórmulas tarifarias incluidas en el reglamento de tarifas del sector sanitario chileno y la necesidad de incorporar el costo que representan los intereses intecalarios, en el marco de la realización de las inversiones por parte de la empresa regulada. Esta consistencia ha sido motivo de diversas discrepancias en los procesos de fijación de tarifas sectoriales, razón por la cual es relevante establecer un criterio conceptual objetivo que permita dirimir entre las posiciones. El aporte del presente texto es que determina analíticamente la manera en que los intereses intercalarios están incluidos en las fórmulas tarifarias, considerando un período de construcción coherente con las prácticas habituales de la industria y una diferenciación entre el costo de capital y el de endeudamiento de la firma.
