Nicaragua: Opciones de política para la reforma del sector eléctrico

Abstract

Este informe plantea opciones de política de mediano y largo plazo para la reforma del sector eléctrico de Nicaragua, teniendo en cuenta el desarrollo del mercado eléctrico regional. El informe presenta en una primera parte un diagnóstico del sector eléctrico orientado a analizar la viabilidad a largo plazo del marco institucional y regulatorio vigente y del modelo de mercado mayorista. En una segunda parte, se presentan las opciones y recomendaciones sugeridas. El consultor basó su trabajo en: (i) la documentación recibida del BID sobre la legislación y normativas vigentes, estudios de consultoría sobre el mercado mayorista y presentaciones del Instituto Nicaragüense de Energía (INE) sobre el esquema regulatorio; e (ii) información recolectada y entrevistas realizadas con las principales instituciones y empresas del sector durante la visita a Managua realizada por el consultor del 12 al 18 de Octubre de 2003.
