Atacando pobreza: Evaluación del programa Fondo de inversión social de Panamá

Abstract

El presente estudio (OVE/WP-02/20) trata de hallar evidencia sobre el impacto positivo sobre la incidencia de pobreza de las obras entregadas por el Fondo de inversión social (FIS) en los distritos beneficiarios de Panamá entre 1998 y 2001, a través de la evaluación del programa PN-0054, préstamo aprobado en 1995 por el Banco Interamericano de Desarrollo para el apoyar el FIS. El estudio incluye una breve descripción de los antecedentes de los FIS en Latinoamérica y el Caribe y en particular del FIS de Panamá, una descripción de las fuentes de datos y la metodología utilizada en el estudio. Luego se hace un análisis de la eficiencia de la focalización del programa y se presentan los resultados de diferentes aproximaciones a la evaluación del programa, incluyendo la evaluación de impacto.
