Abstract

El presente estudio se centra en el servicio civil de la administración del Estado en Colombia, con un énfasis preciso en el nivel Nacional central, si bien se incluyen estadísticas que cobijan a todo el sector público. Aunque el marco jurídico existente es el mismo para todos los niveles de la Rama Ejecutiva de los niveles Nacional, Departamental, Distrital, Municipal y sus entes descentralizados, entre otros, en la práctica la demora en el desarrollo de las normas ha impedido que el sistema haya empezado a operar.
