Una Agenda para la Gestión Presupuestaria: Un Documento Conceptual para Establecer una Red de Gestión Presupuestaria en la Región de América Latina y el Caribe (ALC)

Abstract

Este documento fue comisionado por la Red de Gestión Pública y Transparencia del Diálogo Regional de Política para la Reunión Subregional de Centroamérica celebrada el día 26 de agosto de 2005. Este documento propone que los funcionarios de presupuestos de los países de América Latina y el Caribe (ALC) hagan uso del proceso de diálogo del BID para reunirse periódicamente y discutir los medios de mejorar las prácticas de presupuestación en la región. El documento estudia temas contemporáneos que pueden justificar su consideración durante los años formativos de la red ALC que se contempla llevar a cabo. En ALC, la agenda se tendrá que concentrar en temas fundamentales de desarrollo y gobierno. El ámbito ambicioso de una agenda de presupuesto refuerza el caso para la creación de una red de ALC que actúe como un centro de intercambio de información continua para los países de la región que necesitan modernizar la administración y gestión de sus finanzas públicas.
