Abstract

Este documento fue comisionado por la Red de Integración y Comercio del Diálogo Regional de Política para la Reunión Subregional de Centroamérica celebrada los días 13 y 14 de junio de 2005 en San Salvador. Luego de un largo proceso que se inició en octubre de 1998, el 12 de julio de 2004 la Comunidad Andina (CAN) aprobó las Decisiones 599 y 600 sobre la armonización del Impuesto al Valor Agregado (IVA) y de los Impuestos Tipo Selectivo al Consumo (ISC), respectivamente. La armonización de los impuestos indirectos es necesaria para afianzar la Unión Aduanera que a la fecha constituye la Comunidad Andina; y para minimizar la existencia de regímenes tributarios indirectos muy disímiles que causan asimetrías en las condiciones de competencia. El único precedente es la experiencia de la Unión Europea. Estas Decisiones Andinas representan un acuerdo en el diseño de las legislaciones nacionales correspondientes a un IVA moderno y coordinado, inclusive en sus aspectos administrativos, así como reglas unificadas para los impuestos selectivos.
