Abstract

En el presente informe se atiende a la solicitud del Directorio del BID de que se preparara un documento de planteamientos sobre las ventajas y desventajas de incluir programas sociales de efectos positivos en proyectos enclave una vez adoptadas las correspondientes medidas de mitigación e indemnización. A los efectos del presente informe, se entiende por proyectos enclave grandes proyectos de inversión del sector público o privado orientados hacia la producción que importan sistemas de producción o comercialización tecnológicamente avanzados para la economía local, funcionan con un alto grado de autonomía y exportan los bienes producidos. Constituye una característica determinante de estos proyectos la de que los beneficios directos fluyen hacia fuera de la comunidad en que se ejecutan. Las inversiones en proyectos enclave pueden plantear problemas cuando tienen como resultado pérdidas actuales o futuras para la comunidad, algunas de las cuales puede resultar difícil evaluar e indemnizar plenamente, o cuando no se materializan las expectativas de la comunidad de un mayor bienestar.
