Convirtiendo el "monstruo" en aliado: La evaluación como herramienta de la gerencia social

Abstract

El presente trabajo trata sobre la evaluación, la cual propone explorar de manera rigurosa y sistemática el cumplimiento de actividades, el uso de recursos, la entrega de productos o servicios y el logro de cambio sostenible, de tal forma que el diseño y la gestión de las iniciativas evaluadas se puedan ajustar, con el fin de asegurar que generen valor para la sociedad. A su vez, la gerencia social moderna consiste en una gerencia adaptativa de resultados, una gerencia de modificaciones de condiciones de vida, enfocada en los objetivos que motivaron su propia existencia. Con un paradigma de gerencia social de esta naturaleza, las iniciativas se juzgan por el cumplimiento de sus objetivos sociales y los gerentes tienen incentivos naturales para manejar información sobre el cumplimiento de dichos objetivos. Dependerán de información que evidencia la creación de valor público para pautar y guiar sus actividades gerenciales.
