Visitas domiciliarias a escala y desarrollo infantil

Abstract

La mayor parte de la evidencia sobre los impactos de las políticas para la promoción del desarrollo infantil se refiere a programas piloto implementados en circunstancias estrictamente controladas. Este estudio aporta evidencia novedosa sobre los efectos de un programa de visitas domiciliarias implementado a escala. El programa que estudiamos, Cuna Más en Perú, se inició de cero en 2012 y, en tan solo tres años, ya ofrecía visitas domiciliarias semanales a más de 67.000 niños en zonas rurales. La estrategia de identificación proviene de la asignación aleatoria de distritos a las condiciones de tratamiento y control. Mostramos que, después de aproximadamente dos años, los niños asignados aleatoriamente al tratamiento tienen puntajes de desarrollo infantil que son 0,10 desviaciones estándar más altos que los niños asignados al grupo de control. La relación beneficio-costo estimada de la intervención es de 5,4.
