Abstract

"Die Flutkatastrophe im Ahrtal am 14./15. Juli 2021 löste in der Bevölkerung in Deutschland eine äußerst große Bereitschaft aus, unmittelbar vor Ort praktische Hilfe zu leisten. Mit dem Eintreffen von zahlreichen freiwilligen Helfer*innen in den ersten Tagen nach der Flutkatastrophe entstanden massive Verkehrsprobleme im Ahrtal, so dass der Zugang zum Katastrophengebiet für den Individualverkehr gesperrt wurde. Aus diesem Grund organisierten die beiden lokalen Unternehmer Marc Ulrich und Thomas Pütz privat initiiert einen Fahrdienst, um die Helfer*innen ins Ahrtal zu bringen. Beide Unternehmer starteten zunächst mit einem Campingtisch als provisorischem Büro. Hieraus entwickelte sich innerhalb der ersten Wochen nach der Katastrophe eine große private Hilfsorganisation, das Helfer-Shuttle. Zum einen ist das Ziel dieses Berichtes, am Beispiel des Helfer-Shuttles für zukünftige (spontane) Einsätze von Helfer*innen im Katastrophenfall aufzuzeigen, wie ein solches unkompliziertes Hilfsangebot organisiert werden kann. Zum anderen sollen Motivation und Kompetenzen der Helfer*innen aufgezeigt werden. In diesem Bericht stellen wir die Ergebnisse unserer Untersuchung zum Helfer-Shuttle vor."
