Abstract

"In the German income support scheme, jobcentre staff conclude a back-to-work agreement with every benefit recipient. Back-to-work agreements define the efforts which benefit recipients have to make to end welfare receipt and how jobcentres assist them. Moreover, the agreements provide information regarding financial sanctions imposed if benefit recipients fail to meet their obligations. This IAB-Kurzbericht examines how caseworkers in German jobcentres evaluate the back-to-work agreement and investigates the role of the back-to-work agreement when jobseekers assess the quality of cooperation with the jobcentre."
