Abstract

"Eine Kernaufgabe der aktiven Arbeitsmarktpolitik ist die Vermittlung von Arbeitslosen in Beschäftigung. Je schneller und nachhaltiger dies gelingt, um so besser für die Betroffenen. Auch die Gesellschaft und die Arbeitslosenversicherung profitieren davon. Deshalb kam schon 2001 - im Vorfeld der späteren Arbeitsmarktreformen - die Frage auf, ob ein verstärktes Vermittlerteam die Integration von (Langzeit-)Arbeitslosen in den Arbeitsmarkt verbessern könnte. In drei Modellvarianten des Projekts 'Förderung der Arbeitsaufnahme - integriert und regulär' (FAIR) wurde dies in den Jahren 2002 bis 2005 in vier Arbeitsagenturen getestet: 'FAIRalt' für Langzeitarbeitslose; 'FAIRplus', eine erweiterte Modellversion, bei der auch von Langzeitarbeitslosigkeit bedrohte Personen intensiver betreut wurden und 'FAIRneu' mit einem verstärkten Vermittlerteam für sämtliche Neukunden. Die Evaluation des Modellversuchs zeigt: Mehr Personal kostete zwar mehr Geld, konnte aber auch schneller und besser vermitteln." (Autorenreferat, IAB-Doku)
