Bedarfsgemeinschaften im SGB II 2005: Beachtliche Dynamik bei steigenden Empfängerzahlen

Abstract

"Im Januar 2005 bezogen 3,33 Mio. Bedarfsgemeinschaften Leistungen nach dem SGB II, im Dezember 2005 waren es 3,93 Mio. 2,46 Mio. Bedarfsgemeinschaften waren das ganze Jahr über hilfebedürftig. Dies entspricht einer Verbleibsrate von 74 Prozent. Insgesamt erhielten 5,08 Mio. Bedarfsgemeinschaften auf das gesamte Jahr 2005 betrachtet zumindest zeitweise Unterstützung. Etwa 0,5 Mio. Bedarfsgemeinschaften vom Januar 2005 konnten bis zum Jahresende die Hilfebedürftigkeit durch andere Einkommen überwinden. Von den Neuzugängen, die zwischen Februar und Juni 2005 erstmalig Leistungen beantragten, waren ca. 57 Prozent der Bedarfsgemeinschaften mindestens 1 Monate durchgängig hilfebedürftig. Paare ohne Kinder unter den Neuzugängen beziehen am kürzesten Arbeitslosengeld II. Von ihnen sind 48 Prozent nach 1 Monaten noch im Leistungsbezug. Veränderungen in der Zusammensetzung der Bedarfsgemeinschaften sorgen für Anpassungen im Leistungsbezug. Sie wirken sich auf die Fluktuationskennziffern aus, ohne dass dadurch die Hilfebedürftigkeit wirklich überwunden wird." (Autorenreferat, IAB-Doku)
