Reform der Arbeitsverwaltung: Im Schatten der Aufmerksamkeit - die Arbeitsvermittler

Abstract

"Die Hartz-Reformen räumen der Beratung und Betreuung von Arbeitslosen und erwerbsfähigen Hilfebedürftigen größeres Gewicht ein als früher. Hierfür erhalten die Arbeitsvermittler Handlungsspielräume im Umgang mit den 'Kunden'. Zugleich soll das der Kundendifferenzierung dienende 'Profiling' dem Prinzip, Gleiches gleich zu behandeln, Geltung verschaffen sowie Qualität und Leistung der Mitarbeiter erhöhen. Interviews mit Arbeitsvermittlern zur Praxis der Reform zeigen, dass sich diese in einem Dilemma sehen: Die Erfordernisse einer einzelfallbezogenen Beratungsleistung sind mit Vorgaben einer an formalen Kriterien ausgerichteten Klassifizierung der Kunden in Einklang zu bringen. Dieses Problem lösen die Arbeitsvermittler vielfach durch Formen einer 'Alltagspädagogik'. Sie knüpft primär an eigene Lebenserfahrungen und alltägliche Deutungsmuster an. Die bereits vorhandenen einzelfallbezogenen Deutungs- und Handlungskompetenzen der Mitarbeiter könnten durch Fortbildungsangebote weiter professionalisiert werden." (Autorenreferat, IAB-Doku)
