Sozialversicherungspflichtige Beschäftigung: Woher kommt die Talfahrt?

Abstract

"Die sozialversicherungspflichtige Beschäftigung hat seit 1991 um 3,8 Mio. Personen oder 13 Prozent abgenommen, die Vollzeit-Beschäftigung sogar um 5 Mio. Personen bzw. 18 Prozent. Sozialversicherungspflichtige Teilzeit, geringfügige Beschäftigung und Selbstständigkeit legten hingegen zu, so dass sich die Zahl der Erwerbstätigen insgesamt kaum verändert hat. Diese Entwicklung erhöht tendenziell die Arbeitslosigkeit und belastet die öffentlichen Haushalte. Die Konjunktur erklärt etwa ein Drittel der Schwankungen der sozialversicherungspflichtigen Beschäftigung insgesamt. Fast ein Viertel ist dem gesamtwirtschaftlichen Strukturwandel geschuldet: Erstens nimmt die Bedeutung der Wirtschaftszweige mit hoher Vollzeit-Quote ab. Zweitens besteht innerhalb jedes Sektors die Tendenz zu mehr Teilzeit. Aber auch weitere Gründe tragen zum Rückgang bei: der Produktivitätsfortschritt, die Abgabenlast auf sozialversicherungspflichtiger Beschäftigung sowie die Flexibilität und Verfügbarkeit von Teilzeitkräften und geringfügig Beschäftigten. Nicht sozialversicherungspflichtige Beschäftigung wird zudem von der Arbeitsmarktpolitik besonders gefördert." (Autorenreferat, IAB-Doku)
