Arbeitsmarkt-Reformen 2005: Aktualisierte Schätzungen zum Start von ALG II

Abstract

"Auf Basis der aktuellsten Sozialhilfe- und Arbeitslosenhilfe-Statistiken hat das IAB die potenziellen Leistungs-Empfänger nach SGB II neu geschätzt. Wäre das Gesetz Anfang 2004 in Kraft gewesen, hätten 2,86 Mio. Haushalte Anspruch auf die neue Leistung gehabt. Von insgesamt 5,97 Mio. Haushaltsmitgliedern wären etwa 3,44 Mio Erwerbsfähige für den Arbeitsmarkt zu aktivieren gewesen. Damit liegt diese Schätzung für das 1. Quartal 2004 um 150.000 Haushalte und 250.000 zu aktivierende Personen über den bisherigen oberen Annahmen. Die aktuellen Werte übersteigen die für 2005 veranschlagten Jahresdurchschnitte um 200.000 bzw. 230.000. Insbesondere beim Start von ALG II ist also mit Risiken zu rechnen: Die Ausgangsbelastung Anfang 2005 wird sich gegenüber den bisherigen Erwartungen erhöhen. Nur bei einem massiven Rückgang der Zahl der bedürftigen Haushalte wäre der bisher erwartete Jahresdurchsnitt zu erreichen. Allerdings kann die Zahl der potenziellen ALG II-Bezieher z. Zt. nicht genau bestimmt werden. Erst mit der Bearbeitung der Anträge können die für die Schätzung zugrunde gelegten Setzungen realistisch überprüft werden." (Autorenreferat, IAB-Doku)
