Was kostet uns die Arbeitslosigkeit? : gesamtfiskalische Modellrechnungen

Abstract

In dem Beitrag werden zunächst die gesamtwirtschaftliche Kosten der Unterbeschäftigung erörtert, dann die enger gefaßten gesamtfiskalischen Kosten der registrierten Arbeitslosigkeit geschätzt und im Hinblick auf ihre Budgetinzidenz analysiert sowie schließlich die Kosten für arbeitsmarktpolitische Maßnahmen, durch deren Einsatz offene Arbeitslosigkeit vermieden wird, betrachtet. Die Ergebnisse machen deutlich, dass die fiskalischen Belastungen durch die registrierte Arbeitslosigkeit, die im Jahr 2002 rund 75 Mrd. Euro ausmachten, in unserem vertikal sehr differenzierten System öffentlicher Finanzwirtschaft und sozialer Sicherung an zahlreichen verschiedenen Stellen auftreten, z. B. bei den Haushalten der Bundesanstalt für Arbeit, von Bund, Ländern und Gemeinden sowie von Trägern der Renten-, Kranken- und Pflegeversicherung. Anhaltende Arbeitslosigkeit gefährdet das Gleichgewicht der öffentlichen Haushalte und das gesamte System der sozialen Sicherheit. (IAB2)
