Irak-Krise: Gravierende Folgen für den deutschen Arbeitsmarkt

Abstract

Auf Basis verschiedener Szenarien, die vom "Center for Strategic and International Studies" (CSIS) entwickelt wurden, untersuchte das IAB, in welchem Umfang die 2002 vorgelegte längerfristige Arbeitskräftebedarfsprognose aufgrund der Irak-Krise zu modifizieren ist. Je nach Dauer und Intensität wird eine militärische Intervention im Irak in diesem Jahr die Beschäftigung senken - um knapp 100 000 im Falle eines Blitzkrieges und um 1,1 Mill. im Szenario 3. In allen mit dem IAB/INFORGE-Modell durchgerechneten Varianten zeichnet sich ab, dass Wirtschaft und Arbeitsmarkt nur relativ kurzfristig belastet sein werden. Längerfristig wird das Niveau des Basisszenarios wieder erreicht. Voraussetzung dafür ist aber, dass es zu keinen nachhaltigen Verhaltensänderungen bei Konsumenten und Investoren kommt, eine dauerhafte Destabilisierung des Nahen Ostens vermieden werden kann und ab 2005 die Folgen des Irak-Konflikts auf die deutschen Exporte und den Ölpreis überwunden sein werden.
