Abstract

Der Bericht beleuchtet die Arbeitsmarktentwicklung im Jahr 2002 und präsentiert eine Vorausschau für 2003 und einen Ausblick auf 2004. Es wird erwartet, dass sich die Konjunktur im Verlauf des Jahres 2003 merklich verbessert und die Arbeitsmarktreformen allmählich Wirkung zeigen. Auch dann dürfte das Ungleichgewicht am Arbeitsmarkt zunächst weiter zunehmen. Erst in der zweiten Jahreshälfte 2003 könnte sich die Lage bessern. Im Jahresdurchschnitt ist mit einer Arbeitslosenzahl von gut 4,2 Mio. zu rechnen. Wenn diese Zahl 2004 unter 4 Mill. sinken soll, ist vor allem ein kräftiges Wirtschaftswachstum von mindestens 2,5 Prozent erforderlich. Der Kurzbericht präsentiert auch Alternativrechnungen, um Chancen und Risiken im wirtschaftlichen und politischen Umfeld zu berücksichtigen. (IAB)
