Arbeitsvermittlung: Spielräume für den Abbau der Arbeitslosigkeit in der Flaute

Abstract

Gibt es auch in einer konjunkturell ungünstigen Situation Möglichkeiten, die Arbeitslosigkeit durch intensivierte Arbeitsvermittlung zu senken, wie es das neue Job-AQTIV-Gesetz beabsichtigt? Um diese Frage zu beantworten, analysiert der Kurzbericht die Umschlagsprozesse am Arbeitsmarkt: Jedes Jahr kommen ca. 8 Mio. neue Beschäftigungsverhältnisse zustande, davon knapp ein Viertel mit vormals Arbeitslosen oder Maßnahmeteilnehmern. Es wird festgestellt, dass die Arbeitslosigkeit vor allem durch solche Vermittlungen gesenkt werden könnte, bei denen eine erwartbar lange Dauer frühzeitig beendet wird. Dies ist nur bei Konzentration der Vermittlung auf schwierige Fälle zu erreichen. (IAB)
