Diskurswechsel: Von der Massenarbeitslosigkeit zum Fachkräftemangel : aktive Beschäftigungspolitik bleibt weiterhin erforderlich

Abstract

Lange war in Deutschland die Rede von anhaltender Massenarbeitslosigkeit und dem Ende der Erwerbsarbeit. In nur wenigen Wochen hat die öffentliche Diskussion eine Kehrtwende gemacht: Halbierung der Arbeitslosigkeit, Vollbeschäftigung innerhalb weniger Jahre und drohender Arbeitskräftemangel sind seitdem die beherrschenden Themen. In dem Beitrag wird untersucht, wie realistisch die veränderte Sichtweise ist. Es wird festgestellt, dass die wirtschaftlichen Aussichten in Deutschland derzeit zwar so gut wie lange nicht mehr sind. Daraus jedoch zu schließen, dass die für den Arbeitsmarkt günstige Konstellation auch über 10 Jahre anhält, ist riskant. Letzendlich fehlen zur Erreichung des Vollbeschäftigungszieles immer noch rund 6 Mio Arbeitsplätze. (IAB2)
